Our commitment to social value
Bubble Fresh (Bubblefresh Limited, company number 12691029) is committed to creating social value through everything we do. Beyond the direct service we provide, we aim to make a lasting positive contribution to the communities we serve, the people we employ, and the environment in which we operate. The Public Services (Social Value) Act 2012 requires public bodies to consider how the services they buy can improve the economic, social, and environmental wellbeing of their area. We welcome this and have built social value into our day-to-day operations, not just our tender responses. Our social value approach is aligned with the National TOMs (Themes, Outcomes, Measures) framework, covering the five principal themes of Jobs, Growth, Social, Environment, and Innovation. We measure and report social value using clear, quantifiable metrics to support benchmarking and transparent reporting to commissioning councils.
Wellbeing outcomes for clients
Our core work directly supports people in some of the most challenging situations they will face. By helping restore safe, habitable living conditions, we contribute to improved physical and mental health outcomes, reduced risk of eviction, and greater independence for the people we serve. We work alongside council teams, housing associations, and support workers to deliver coordinated care. Specific wellbeing outcomes we work towards include safer living environments that reduce the risk of falls, fire, and pest infestation, improved mental health through reduced stress and anxiety about the condition of the home, maintained tenancies and reduced homelessness, greater confidence for clients to invite visitors and access support services, and earlier identification of safeguarding concerns through our trained staff. Employment and fair work
We provide stable, fairly paid employment in the local community, paying at least the National Living Wage as set under the National Minimum Wage Act 1998. We commit to delivering a minimum of 20 training hours per employee per year, as detailed in our Training & Development Policy. We actively recruit from the local area and support people who may face barriers to employment, including those re-entering the workforce after a period of caring, ill health, or other personal circumstances. We support employees in working towards nationally recognised qualifications where appropriate. Staff wellbeing
We recognise that our work can be emotionally and physically demanding. We invest in the wellbeing of our team because healthy, supported staff deliver better outcomes for clients. Our staff wellbeing commitments include mental health awareness training for all employees, access to support and regular check-ins with management, workload management to prevent burnout, a culture where staff feel safe to raise concerns without fear of penalty (see our Whistleblowing Policy), and clear lone working safety procedures as set out in our Lone Working Policy. We review staff wellbeing as part of annual performance reviews and act on feedback.
Volunteering and community contribution
We encourage our team to contribute to the communities where we work. We support staff who wish to volunteer with local organisations, particularly those working with vulnerable adults, people experiencing housing difficulties, or community wellbeing initiatives. Where practical, we offer in-kind support to local charities and community groups, such as donating reusable items (with client consent) to local organisations that can put them to good use.
Local supply chain
We are committed to supporting local businesses wherever we can. We buy supplies and materials from local and regional suppliers where quality, value, and availability allow. When we need specialist services or equipment, we look to small and medium-sized enterprises in our operating areas first. By keeping spending local, we support jobs and economic activity in the communities where we work.
Working with councils
Our partnerships with Northamptonshire Council, Milton Keynes Council, Norfolk County Council, and Norwich City Council are built on delivering measurable social value. Under the Public Services (Social Value) Act 2012, these councils consider social value as part of their procurement decisions. We support this by providing reliable, high-quality services that reduce costs associated with housing disrepair, environmental health interventions, and crisis responses, contributing to council outcomes around adult social care, housing, and community wellbeing, reporting on our social value delivery in a clear and consistent format, and working collaboratively to identify further opportunities to add value.
Environmental responsibility
We minimise waste through careful sorting and recycling wherever possible. We target a high waste diversion rate from landfill through sorting, recycling, and donation. We record and report on waste tonnage recycled versus disposed. We select cleaning products with lower environmental impact where they meet our cleaning standards. We plan routes efficiently to reduce vehicle mileage and emissions. We are committed to progressively reducing our carbon footprint as we grow, and we will set measurable carbon reduction targets as our operations scale and we have reliable baseline data. Digital inclusion
We recognise that many of the people we work with may have limited access to digital technology or the internet. We make sure that all our services can be accessed without needing to use a computer or smartphone. Innovation
We look for better ways to deliver our services and increase the value we create. Examples of how we approach innovation include using body-worn cameras to improve transparency, accountability, and dispute resolution (see our Body-Worn Camera Policy), developing clear reporting formats aligned with the National TOMs framework so councils can track our social value contribution, and continually reviewing our training programme to reflect current best practice and emerging needs. We welcome feedback from clients, staff, and council partners on how we can improve.
Ethical practices
Social value starts with how we run our business. We are committed to preventing modern slavery and labour exploitation across our operations, as set out in our Modern Slavery Statement. We do not tolerate bribery or corruption in any form (see our Anti-Bribery & Corruption Policy). We maintain high professional standards through our Code of Conduct and Professional Boundaries Policy. We handle all personal data in line with our Privacy Policy. These commitments underpin all the social value we deliver.
Measuring our impact
We track and report on the number of vulnerable adults supported per quarter, the volume of waste diverted from landfill, employee training hours delivered per year (minimum 20 hours per employee), client satisfaction rate (target: 95% or above), local employment rate within our workforce, staff retention and wellbeing indicators, and community contributions including volunteering hours and in-kind donations. We report these metrics quarterly to council partners using a format aligned with the National TOMs framework. We publish a summary of our social value performance annually.

We may update this statement from time to time. Any changes will be posted on this page with an updated date. Where we make material changes, such as changes to our social value targets, reporting framework, or the commitments set out above, we will notify affected parties, including council partners, staff, and clients, directly.
